Oil prices falling, but the number of speculators is roughly the same. Can Congress stop blaming them now?

It's a joke that Libs in congress thinks they can control speculation. What can they do, pass a law that oil can't be more than $100 or what?


It's like saying the DOW can't be more then $11,000.


Most speculation isn't in the US anyway.
