What stops nations from drilling oil or gas in international waters ?

I thought nations did drill for oil in international waters, but if they don't it would probably be because the waters to deep, pirates, or some enviromental law. What stops nations from drilling oil or gas in international waters ?
Nothing.

All nations have a theoretical zone of exclusive economic use extending 200 miles from their shores.

That portion of our own shores have a lot of oil reserves, and our own stupid liberals pass idiotic laws stopping us from drilling our own oil so that we can preserve starfish that some cornball fake scientists claims is endangered.

Nobody ever stops to think ';what if the cornball is lying?'; What if he actually never counted the starfish? What stops nations from drilling oil or gas in international waters ?
That oil belongs to the Magma Men.
it's generally to deep and expensive to get at
Left-wing liberal,radical environmentalist whackos.

Seriously though.......Expense.
Apparently, nothing. I read where China is going to drill for oil in the gulf of Mexico, close to Cuba. They plan to put the pumping stations on Cuba, then sell the oil to us.
environmental conservation zones and submarine training areas.
